Cleaning up LEO

How hard would it be to clean up LEO? Could we add a recycling module to the ISS that works together with a semi-autonomous recovery robot to collect various pieces of debris and reprocesses them for further use? We have launched so much mass into LEO that it could be very lucrative to reuse rather than simply let it fall victim to orbital decay. Wouldn't less fuel etc be required in the long run?
