But at other times it could go the other way. It is a situation where the power goes to the dominant factor.
The depressions are most likely places where the crust is caving into pockets of primordial ice, mud volcanic activities around the depressions is what gives me that impression. Given how close Mercury is to the sun it must have been pummeled by comets frequently.
