Need a good goal that includes both NASA's constellation program AND spur commercial development of low-earth orbit commercial launchers?

Sure! Let's build a real "spaceship" in orbit! Let's build it so that we can go to any planet or object. Refuel in orbit. Let's let commercial do the orbital delivery of components for the ship.

I agree we need a facility from which we can build and launch spacecraft/ships and stations. But ive always liked the idea of building 1 to 3 dedicated Cargo ships.

They would need to be atleast somewhat modular. So you could replace/add/upgrade for new missions technology.

Would need a good drive and power system VASMIR or something similar.

Would need to be able to move and drop off habitats or other cargo in places like mars orbit, near an NEO or many other places.

Thats just a little bit but yea. Imagine being able to have not just 1 mission at a time but dozens all supplied by these ships.

Well, I've got good news for both of you: we already have a facility called the ISS which is capable of housing a workforce I really hope the ISS gets used for ship construction in addition to scientific research
