Hubble De-orbit

If SpaceX is to be given nearly 900 million dollars to push the ISS into it's grave why cannot they develop a vehicle to push Hubble out to safety???

It would be very expensive to raise ISS to a graveyard orbit. There is no benefit. It would be too dangerous to approach, could not be used for anything. There is no good reason to do it.
