NASA's forthcoming moon rocket program is so costly that the agency will need to let Congress know of budgetary overruns while reviewing the program, NASA's inspector general said in a March 10 report.

Sadly... it looks like there needs to be a change in the PROGRAM MANAGEMENT... the over budget could be excused if it were not behind schedule... but to be both over and behind...well nobody to blame except the PROGRAM AND PROJECTS MANAGERS.... fire them and get new ones that will do the job right....no excuses... cut out the fat and get back on schedule...otherwise...shut it down and go on to better uses of the money...which means ...cut the NASA budget if they cannot get their act together.
