Pete Conrad on Apollo 20?

Why is Pete Conrad's name often mentioned as the CMD of Apollo20?  Was he ever seriously considered for this flight.  I thought that the standard rotation have the CMP skip two flights then be backup CMD, then skip two more flights and them command.  That would have Apollo14 CMP Stu Roosa rotate to command Apollo 20.
