Red/Blue? Physics question

Has to do with red shift and blu shift in determining velocity in space. If something is moving quickly toward you it is blue shifted.

If it's blue, it means you are approaching it at more that 99.99% of the speed of light, which is a little quick even for the NJ Turnpike
