I have a few ideas of what they might be. Only based on known activities at WSMR, Sandia and Los Alamos labs. And Area 51.
Which is sketchy at most.

No, but imho they are likely to be plans to 'look into' things, rather than anything practical like producing rocket resources ready equipped with the means to attempt to divert asteroids or other impactors.
