The liquid motion is powered by thermal energy, so the mechanical work will be done at the expense of ambient heat, in violation of the second law of thermodynamics.

The phrase "in violation of the second law of thermodynamics" precludes any relevant research. Scientists would not even think in this direction:

Humankind isn't going to solve its energy problems in the closed systemic master-link "Iron Curtain" bubble environment (and an infinity -- within -- of [THEN] invincible iron curtain bubble environments (invisible mill stones pressing and grinding us all)) of a two-million-year energy-growth shrunken (in all its meaningful reaches) Earth. The only solution possible to the inexorable increase in entropic negativity will be beginning real birth from the [womb] . . . beginning real breakout from the Earth . . . annihilating the master-link (thus annihilating the infinity and invincibility within). The Portuguese with the East, and Columbus with the West, did it for the Old World. The Solar System has to do it now (has to be the New World now) for all humankind (and sooner than later for all life) on Earth.

As usual in this context borrowing from C. S. Lewis, 'The Abolition of Man': Aim at Heaven (to mean herein the heavens, the expansionist frontier horizons of the universe) and get Earth thrown in. Aim at Earth and get neither!!!
