This report could make or break the next 30 years of US astronomy

Economics isn't termed "the dismal science for no reason"; a person, group, or nation can not get everything desired/needed. Trade-offs and compromises have to be made. Perhaps the U.S. astronomy sector should take their cases to the public via educational programs. The late Carl Sagan's "Cosmos" was transformative.
