CEV Procurement - Draft CFI?

Anyone have any inside scoop on when the CEV draft CFI will be released? It was supposed to be out a couple of weeks ago and NASA says it is not ready yet, as they are continuing to work on getting the requirements hammered out.<br /><br />I am also interested in knowing what folks think about the competition. Who will win - LMT or NG/B - and why?? What do you think are each team's strengths and weaknesses? <br /><br />
