If you have access to a book called The New Solar System, check out the planetary ring chapter. The collapse to the Laplacian plane diagram applies to forming solar systems, ring systems around planets and moons, and disk galaxies. If you are unable to locate the book, just accept it on faith that there is a very good explanation for why it occurs.
