wave lenght difference from distance

The frequency on a wave from a stone droped in water grows longer over distance but ever so slight. Why not the frequency of light shift red on a star to similate propogation away. In other words the farther the faster it moves away? Are light waves imune to decay even by an Identical exacting oposing waves? Are The odds vs coincidence incremental with distance?
