It may not seem to have connection (it does have past-future historical connection), but as Alfred Thayer Mahan said in 'The Influence of Sea Power Upon History', the best possible protection of the homeland is (was) far flung colonies. In our case, many and ever-increasing numbers, varieties and locations of in-space colonies and other facilities (having their own insect-like exoskeletal protections against the space environment) that could come quickly and in big ways to civilization's structural-infrastructural rescue on Earth if and when needed.

Even a beginning in one facilitation around a L-point location would be an opening beginning and at least something.
