I am afraid , conclusions are completely wrong. At this age astronomers needs telescopes in orbit and Moon surface. If they could rather organize together that will be much more useful then trying to half progress and orbital development. Need to think further..
Beside those in space telescopes offer much better quality then those atEarth surface
