Foreign Commercial HSF Investment?

As Congress appears to be abdicating any responsibility to the commercial HSF space industry, what limits, if any, should there be in foreign commercial space investment?

Private individuals?
Governments?
International consortiums?

UAE is planning it’s spaceport and will need a launch vehicle. The Arab world has the $6B or so needed for vehicle development from their petro-dollars and are probably tired of buying US Treasuries. (Elon Musk has proven it can be done with even fewer dollars).

In ten years time would Americans be ready to go to a spaceport in Dubai to get to ISS on an “Islamic Aerospace Launch Vehicle” because it's cheaper?

No you misunderstood me that wont happen or atleast not if we can help it. Getting on a jihadi rocket lines no thankyou.
