There are some points that aren't being made in the debate over NASA's budget and Katrina. NASA and the employees who work at Michoud and Stennis were victims of Katrina. NASA is one of the largest employers in New Orleans and in Southern Mississippi, any cuts in it's programs will actually hurt recovery in the areas that were impacted by the hurricane.

Fewer Shuttle flights will mean fewer jobs in Mississippi and New Orleans at a time when jobs are a key part of the recovery process. Cutting back on the Moon programs will mean fewer jobs in the areas impacted by Katrina during a recovery period that will last for years.

If the early estimates of damage to NASA facilities during Katrina was accurate NASA took a billion dollar hit during the hurricane, but I haven't seen any plans to aid NASA along with other hurricane victims. Instead I'm seeing talk about making NASA and it's employees into hurricane victims a second time by cutting the budget.
