Baikonur: Soyuz-U LV, with Progress M-07M cargo vehicle atop, was delivered today from facility 40 to launch pad 31 on railway transport.
The experts commenced final prelaunch processing of the launcher slated to lift off at 15.11 MSK on Sept. 8.
Progress M-07M is to deliver cargo supplies for the crew of the International Space Station.

Soyuz-U rocket is slated for launch today to loft cargo vehicle Progress M-07M. The lift-off from Baikonur’s pad 31 is to occur at 15:11 MSK. The Progress will fly towards the International Space Station to deliver about 2.5 t of cargo for the station and the crew in two days.

Prelaunch operations began today at 7 a.m. to prepare launch facilities and the LV.
At 11.15 State Board will meet to conclude about launch readiness upon the results of the tests performed on Sept. 6-7 and give its ‘go’ for rocket tanking. The tanking is scheduled for 11.40.

State Board at Baikonur today concluded about launch readiness of the Soyuz-U rocket with Progress M-07M cargo vehicle. However, due to bad weather conditions at the space port, the Board decided to postpone the launch.

This is really unusual... There must be really bad weather since they postpone the launch. I wonder what criteria(s) were red for the launch...

Liftoff is reset for Friday at 6:22 a.m. EDT (1022 GMT). The freighter's docking to the station is retargeted for Sunday at 7:58 a.m. EDT (1158 GMT).

Based on what I have read from different places I would say once per year due weather. Due technical reasons almost never. Due political/diplomatic reasons (downrange etc) they have had some issues from time to time, but not too often, maybe less than once per year?

According to Roscosmos, the upper limit launch commit criteria for winds at the Baikonur launch pad is about 15 meters per second (54 km/h - 33 miles an hour). Winds at the Central Asian desert launch site were gusting up to those limits, and the Russian State Commission elected to delay the launch for 48 hours. The postponement will have no impact on station operations.

A robotic Russian resupply ship to service the International Space Station successfully soared into orbit today carrying two-and-a-half tons of cargo, food and water for the high-flying laboratory.

The Progress freighter blasted off atop a Soyuz booster from the Baikonur Cosmodrome in Kazakhstan at 6:22 a.m. EDT (1022 GMT) and quickly disappeared into the overcast sky. The liftoff had been delayed two days because of high winds at the remote launch site.

A preliminary orbit was achieved after a nine-minute ascent provided by the three-stage rocket, and onboard commands were issued to unfurl the craft's communications and navigation antennas and extend two power-generating solar arrays that span 35 feet.

A series of precise engine firings scheduled for later today and again on Saturday will guide the spacecraft toward its automated docking Sunday at 7:58 a.m. EDT (1158 GMT).

Today's launch is known in the station's assembly matrix as Progress mission 39P. The spacecraft's formal Russian designation is Progress M-07M.

The 24-foot long ship will link up with the aft port on the Zvezda service module, a spot vacated by the Progress 38P vessel that was jettisoned a week ago.

The 1,759th flight of a Soyuz launch vehicle was performed on Friday, 10 September 2010 from the Baikonur Cosmodrome in Kazakhstan at 14:22 Moscow time (12:22 Paris time).

Arianespace and its Russian partners report that the Progress cargo spacecraft was accurately placed on the target orbit for another mission to the International Space Station. This was the seventh Soyuz family mission in 2010.

With the introduction of Soyuz at the Guiana Space Center (CSG), this famed Russian medium-class launch vehicle will become an integral part of the European launch vehicle fleet, together with the heavy-lift Ariane 5 and the lightweight Vega. To be offered to the commercial market, the Soyuz in French Guiana is Europe's reference medium-class launch vehicle for governmental and commercial missions.

Today, on September 12, Russian cargo vehicle Progress M-07M successfully docked with the International Space Station.
ISS/Progress contact occurred at 15:58 Moscow time. The vehicle is now attached to Zvezda instrumentation compartment.
Progress M-07M delivered about 2.5 t of cargo to the station, including propellant, food and water, personal crew parcels, scientific hardware for many Russian biotechnological experiments.
