Quasi Steady State Thoery

Is the Quasi Steady State Theory is it a still developing theory and that it's about how that instead of one big bang but multiple mini ones size of supernovas I had a thought that the universe is a river it can be replenished of life and elements and that gravity is the central skeleton there for ever for instance when the universe gets too big it collapses but gravity provides as a cousin and than pushes it out again.
