South Korean President Lee Myung-bak on Thursday agreed to Indian External Affairs minister S.M.Krishna's suggestion to launch ROK satellites on Indian launch vehicles.

A statement issued on behalf of both leaders said: "Referring to the MOU of cooperation, signed last January between the Indian Space Research Organization (ISRO) and Korean Aerospace Research Institute (KARI), Krishna suggested that ROK satellites could be launched on Indian launch vehicles. President Lee agreed with the suggestion and asked his officials to do the necessary follow-up."

In 2020, after the lifetime of the International Space Station is expired, it may be transferred to commercial users, Anatoly Perminov, Head of the Russian Federal Space Agency stated at International Economical Forum in St. Petersburg.

"In 10 year, when the ISS becomes a powerful and home-like orbital outpost, the station could be used by commercial companies”, Perminov said. “There is no need to deorbit the fully-operational station”.

On the other hand, this would be feasible only provided that all parties involved in the project (Russia, the USA, Canada, Europe, Japan) agree upon making a breakthrough in space exploration together to reach Mars, Roscosmos Head added.

Nuclear propulsion system can increase the speed of the space vehicles, Roscosmos Head anstoly Perminov told news media at International Economical Forum in St. Petersburg, Baltinfo informs.

According to Perminov, new engines are needed to reach long-distant destinations in space. Nuclear power can make the speed 20 times higher, thus providing the opportunity to reach Mars in 1-1.5 months.

Designers of several countries could develop the propulsion and the vehicle in about 10 years, Perminov stated.

On June 19, during the International Economical Forum in St. Petersburg, Roscosmos and Arianespace signed a contract which cover 10 additional missions of Russian Soyuz-ST rocket from Guiana Space Center (CSG).
The important document was signed by Anatoly Perminov, Administrator of the Russian Federal Space Agency, and Jean-Yves Le Gall, Arianespace Chairman and CEO, in presence of Russian President Dmitry Medvedev and French President Nicolas Sarkozy.
The contract implies additional order of 10 Soyuz-ST’sand relevant support for the period up to 2016. Some launches of the Russian rocket will serve for deployment of European navigation system Galileo. Totally, 24 Soyuzes are to fly from French Guiana, including those ordered today.

Individual pressurized capsules may replace the space suits in the advanced crew vehicle which currently undergoes draft design stage in Russia, Sergey Pozniakov, NPP Zvezda DG told Interfax.

«There is an idea to put the cosmonauts who are not involved in the vehicle control into pressurized capsules. It’s like, a crew member enters the capsule, and stays in it during hazardous mission stages”.

Zvazda is now expecting to obtain ECLSS requirements for the new vehicle, including means of protection for the crew. So, the idea of implementing individual crew capsules may become true in the future vehicle system design.

NASA Deputy Administrator Lori Garver returned June 15 from a week-long, three-city trip to Europe that included addressing the United Nations Committee on the Peaceful Uses of Outer Space and signing a cooperative agreement to extend the mission of an Earth science satellite.

Garver's visit also included discussions with key European space agency heads and senior-level officials in the German and French governments. The focus of her travel was to explain the administration's new plans for space exploration and make clear that expanded international collaboration will be a cornerstone of NASA's future activities.

"NASA has a long history of international cooperation," Garver said.

"Indeed, international cooperation was envisioned as a key element in the U.S. legislation that formally established NASA. We intend to broaden and deepen those relationships as we seek to implement the president's new U.S. space exploration enterprise."

International Space Station partners have not received any response from China on a proposal to join the ISS program, Roscosmos Head Anatoly Perminov stated during the International Economical Forum in St. Petersburg.
Speaking about Russian role in the program, Perminov reminded that US shuttles are to be retired soon, leaving Soyuz to maintain crew transportation services solely for the ISS, Interfax informs.
"This is rather dangerous, any expert recognizes that. There must a backup for the Soyuz.We wish some country would have it, and we contacted China with its human spaceflight program mature enough to maintain crew transportation in the program, asking to join the ISS partnership. However there was no response”, Perminov said.

Presidents Barack Obama and Dimitry Medvedev have been “re-setting” relations in a burger bar and even shared a portion of chips as they sought to demonstrate a new era of understanding between the US and Russia.

Also on the menu though were key issues such as Russia’s bid to join the World Trade Organisation. The main sticking point for the US is over safeguarding intellectual property rights.

“There are a few technical details to settle for Russia to join the WTO, our experts have been charged with resolving them as soon as possible, and we hope thet this work – and we’ve agreed on that with Mr.Obama – will be finished before the end of September,” said Medvedev.

After the conference, the pair were due to meet industry chiefs.

“President Medvedev and I will join American and Russian business leaders as they move forward with serious and major trade and investment deals,” explained Obama. “They will create jobs for Americans and Russians across many sectors, from aerospace and automotive engineering to the financial sector and high technology.”

On his way to Washington, Medvedev visited California’s Silicon Valley where he signed up to Twitter.

He is keen to see Russia develop in this field and to that end met industry leaders to pitch his country as a swiftly expanding economy where investors are welcome.

SDC : China Has Not Been Invited to Join International Space Station, NASA Says

China's national space program has not been invited to join the International Space Station project, despite a news report from Russia suggesting otherwise, NASA officials told SPACE.com.

NASA spokesperson John Yembrick said that while NASA is always seeking new partnerships, the agency and its space station partners have not invited China to join the $100 billion space station program.

"There's ongoing dialogue about it and I think NASA is open to further partnerships in the International Space Station," Yembrick told SPACE.com. "But as of now there have been no formal invitations."

The comment came after Russia's Federal Space Agency posted a news report to its website that suggested Russian space officials had reached out to China's space program for involvement in the International Space Station.

WASHINGTON -- NASA senior managers met with their counterparts representing other space agencies at the National Harbor, Md., on June 23, to discuss globally-coordinated human and robotic space exploration.

The meeting participants agreed that significant progress has been made since the joint release of The Global Exploration Strategy (GES) in May 2007. They agreed steps should be taken to coordinate a long-term space exploration vision that is sustainable and affordable.

The meeting included representatives from the Italian Space Agency, the French Centre National d'Etudes Spatiales, China National Space Administration, Canadian Space Agency, German Aerospace Center, European Space Agency, Japan Aerospace Exploration Agency, Korea Aerospace Research Institute, NASA, National Space Agency of Ukraine, Russian Federal Space Agency and the U.K. Space Agency.

The agencies' senior managers welcomed the development of the International Space Exploration Coordination Group's (ISECG) first reference architecture, which is focused on human lunar exploration. They agreed to expand their work to all key exploration destinations and the critical building blocks required to reach those destinations. This "global exploration roadmap" is a key part of an evolving international architecture effort. Senior managers discussed the importance of an early dialogue focused on near-term opportunities for cooperation, such as robotic precursor missions and using the International Space Station as an exploration test bed. There was agreement to hold further strategic discussions at the senior management level to review the progress of ISECG.

The ISECG was established in response to the GES, which stated a shared vision of coordinated human and robotic space exploration focused on solar system destinations where humans may one day live and work. Among the GES findings was the need to establish a voluntary, non-binding international coordination mechanism through which partner agencies could exchange information regarding interests, plans and activities in space exploration. Another goal is to work together on strengthening both individual exploration programs and collective efforts.

* Decommissioned intercontinental ballistic missiles are being used as launchers for science missions.
* The Peacekeeper missile, repackaged as a Minotaur launcher, will loft a space debris monitoring spacecraft next week.
* An upgraded Minotaur is due to launch a NASA moon probe in 2012.

The United States is bringing some of its decommissioned nuclear missiles out of retirement for a new mission -- launching satellites.

Next week, a refurbished intercontinental ballistic missile known as Peacekeeper is scheduled to put a space debris tracker into orbit for the Air Force. A beefier version of the booster is being developed to fly a NASA science probe to the moon in 2012.

In all, 54 decommissioned Peacekeeper motors have been earmarked for recycling, with nine motors already under contract for upcoming space launches or testing, according to the Air Force, which oversees the missiles-to-launchers program.

"What is neat is that what was once a military weapons system is now a peaceful use of government assets. It's the whole idea of turning 'swords into plowshares,'" said Barron Beneski, spokesman with Orbital Sciences Corp., which holds an Air Force contract to transform retired nuclear missiles into Minotaur space launch vehicles.

Russia and Canada will start negotiations on the integration of their national space systems to monitor the Arctic, a Russian space official said on Tuesday.

Anatoly Shilov, deputy head of the Federal Space Agency, Roscosmos, said the first Russian-Canadian meeting was scheduled for August.

"We are currently discussing which services will be provided by Russian satellites and which by Canadian satellites," he said.

He said the Russian government had made a decision to create a multipurpose space system called Arktika (Arctic), worth around 70 billion rubles ($2.5 billion).

The show, which takes place every two years, is a meeting place for experts and amateurs, passionate about aviation and space.

Foremost among its exhibits this year, was “Space under one roof” in “Hall 9”.

Various initiatives and space projects for the future were displayed in an exhibition area 1200 meters square.

Frank de Winne, the first European commander on board the International Space Station, showed Euronews through the pavilion, providing a glimpse of what’s in store in space in the future.

PARIS — Astrium Space Transportation on July 7 announced it will lead a consortium of companies to produce designs and cost estimates for a next-generation rocket under a 15-month contract with the European Space Agency (ESA) valued at 10 million euros ($12.6 million).

Les Mureaux, France-based Astrium Space Transportation will be financing 1.5 million euros of the contract with funds from the industrial consortium, with the 18-nation ESA paying the rest.

ESA governments are weighing whether to finance development of a successor to the current Ariane 5 rocket at their next ministerial conference, scheduled for 2012. The new rocket would be ready for service around 2025.

ESA Contracts Astrium to Begin Next-Gen Launch Vehicle Development

[Satellite TODAY 07-08-10] Astrium has been contracted by the European Space Agency (ESA) to undertake initial development studies for a next-generation launcher (NGL) for future satellite launches under the ESA’s Future Launcher Preparatory Program (FLPP), Astrium announced July 7.

This 15-month project has a total value of 8.5 million euros ($10.6 million), of which Astrium will contribute 1.5 million euros ($1.8 million) of its own funds.

The project will be divided into three parts: definition of a launcher concept, required technological innovations and the costs of building and operating the new launch vehicle. The NGL will be phased in with Arianespace’s Ariane 5ME (Midlife Evolution), an evolved version of the Ariane 5 rocket, for which a preparatory program was set in motion during the 2008 ESA ministerial conference. ESA will prepare an FLPP proposal combining all the technical and organizational aspects of the program for presentation at the next ESA ministerial conference.

“The development of a new launcher involves creating the technologies of tomorrow, whilst minimizing development costs and ultimately operating costs. It’s the adventure of a lifetime,” Astrium Space Transportation CEO Alain Charmeau said in a statement.

According to RAS Space Research Institute Director Lev Zeleny, Russia plans to launch Venus-D spacecraft to the Morning Star in next 10 years. Zeleny said that the project has reached its design and development stage.
However the mission scenario has not been defined yet. Zeleny also mentions that France is going to make significant contribution into the project.
Venus-D is to study atmosphere of the planet, and to find out why water disappeared from Venus.
In November 2009, is was decided to use the heritage of Lavochkin R&D in development of similar vehicles. It was proposed to launch the spacecraft by Proton of Angara.
Venus-D is slated for launch in Dec. 2016, reach Venus in 2017. The mission is to complete in 2019, Interfax informs.

The International Space Station (ISS) may live on until 2028, following confirmation by the Space Station Program Control Board (SSPCB) that partner agencies have been asked to produce an extension blueprint for continued operation until 2025, with the potential to push as far as 2028. As part of their opening evaluations, NASA managers have examined the health of the two Solar Alpha Rotary Joints (SARJs).

“Based on the preliminary plan, all analysis/procurement/facility updates should be complete by all partners by 2016. All partners have agreed to analyse out to 2025 at this time (with possible extension to 2028 later).”

Chinese spaceships meet all safety requirements and could fly to the International Space Station, Russian space officials said Thursday.

"I think Chinese spaceships would play an important role as a backup for the Russian vessels Soyuz and Progress in case of some unforeseen situations," Anatoli Perminov head of the Russian space agency Roskosmos,told RIA Novosti news agency.

So far, China has not shown interest in participating in the ISS project. Five participating countries earlier sent an invitation to join in to the Chinese space agency.
