CalTech Astronomer Dr. Michael Brown, who discovered Xena and was a member of the team which spotted Sedna, would argue that yes; Sedna is a part of the Oort cloud.

Futher reading from Dr. Brown at Caltech .

Of course, being part of the Oort Cloud does not answer the question of whether or not it originated in the solar system or was captured by chance. It does have a highly elliptical orbit, perhaps suggestive of capture, but then, it's perihelion is so distant that one wouldn't think it likely for the Sun to have captured it. At least I wouldn't, but then, I'm only a layperson.

"People assume that time is a strict progression of cause to effect, but actually from a non-linear, non-subjective viewpoint it's more like a big ball of wibbly wobbly . . . timey wimey . . . stuff." -- The Tenth Doctor, "Blink"
