"Falcon XX" looks a lot like "Concept 103" in the MSFC HLV study performed early this year. This is a rocket that can do the job of a three-stage Saturn V or 2.5 stage Ares V with only two stages. It would be cheaper to operate than a Shuttle-Derived HLV, but it would cost more to develop (due largely to the new kerosene engine development effort).

Would someone please explain who is going to pay for these concepts, and what practical benefits they will produce?
