Half the country is facing an apocalyptic summer

Just an observation about the Western U.S. from me in the adequate water, (so far), Northeastern U.S. Perhaps building more retention facilities for winter snowmelt and rain fall; perhaps building desalinization facilities; perhaps limiting the number of people that may live/work in locations; perhaps a fee based water transport pipeline from water abundant areas. It would seem that some actions are needed to ameliorate this recurring situation. I view the Western U.S. water shortage situation as a foreshadowing of future resource shortages from both global warming and global human population increase.
