A comet is born when a satellite, orbiting a planet during the new moon phase, breaks out of orbit.
Having left the planet's orbit, the satellite moves against the rotation of the Sun, due to which the centrifugal force of the satellite is reduced, and as a result, the satellite rushes towards the Sun.

The assertion is that when a moon is at the "new moon" phase, it is standing still, thus falls out of orbit and assumes a orbit around the Sun. The poster has confused two different frames of reference. Yes, it is true, relative to the Sun, that a moon is standing still for a brief time at the moment of the "new moon" phase. However the moon is in motion relative to the body it is orbiting. Two different frames of reference. It will not "fall into the Sun".
